At the end of May, the list of categories of citizens who are allowed to leave was replenished:
- Athletes who are part of the national teams of Ukraine in Olympic, non-Olympic sports, their coaches, sports judges and other specialists from this field. They can stay abroad for no more than 1 month, but not less than the period specified in the physical culture plan for the events. The deadline can be extended by participating in other competitions abroad that start within 10 days after the end of the previous one.
- Railroad workers who ensure the smooth operation of the railway can travel abroad. Employees who do not work with cargo vehicles must obtain permission from the regional military administrations. Permissible period of stay abroad is no more than 6 months.
- Humanitarian cargo drivers who deliver goods for the needs of the Armed Forces of Ukraine, as well as drivers of companies that have licenses for the right to conduct business in the international transportation of goods and passengers by road. They can stay abroad for no more than 30 days. A prerequisite is to provide a report on the volume of cargo and the number of vehicles crossing the border.
In addition to these categories, the following categories of men are allowed to leave
- those who have there is a deferment from conscription and registration with a special military register;
- those who have a “white ticket” and who are not fit for military service;
- permanently residing abroad;
- who are applicants for professional higher and higher education abroad;
- who are authorized representatives of the monitoring group, created in accordance with the order of the Ministry of Social Policy, and follow to monitor the conditions of stay of children outside Ukraine;
- fathers of three or more children under 18;
- single fathers ;
- fathers, adoptive parents and guardians of disabled children under the age of 18 or disabled children of groups I and II up to 23 years;
- fathers or guardians of a child without disability, but with serious illnesses, type 1 diabetes, oncology, cerebral palsy , with severe congenital diseases or requiring urgent palliative care;
- adoptive parents, guardians, trustees, foster parents who raise orphans under 18;
- fathers who support an adult child with I or group II disability;
- men with disabilities;
- men who care for children, their parents, parents of a wife or wife who need constant care;
- guardians of a person with a disability declared legally incompetent by a court;
- men whose wife or one of the parents/parents of the wife with I or II disability group;
- men whose relatives died or disappeared without conduct during the ATO.
