In April, 24 EU mobile operators and three Ukrainian mobile operators signed a joint statement on affordable free roaming for making calls from the EU to Ukraine and back. Free roaming is activated automatically.

Kyivstar: free roaming is available in 9 countries (Poland, Slovakia, Romania, Hungary, Moldova, Germany, Italy, Lithuania and the Czech Republic). More on the site.
VodafoneA: Roaming is available in 27 European countries. The package for 30 days includes 60 minutes for calls within the network, to numbers of other Ukrainian operators and to numbers of other operators of the host country.
