What does this mean?
This means that until August 31, Ukrainians are allowed to stay in Germany, regardless of the number of visa-free days used, but from September 1, those who have exhausted visa-free travel will either have to leave the country for 90 days, or already have issued temporary protection in order to continue to stay in Germany legally.
Those Ukrainians whose visa-free stay in Germany ends between September 1 and December 1 must also apply for registration. All arrivals after September 1 will be able to stay in the country within the 90 days allowed by the visa-free regime.
