PUTIN DEMANDED TO ELIMINATE ALL ERRORS DURING PARTIAL MOBILIZATION
During a meeting with the permanent members of the Security Council, Russian President Vladimir Putin paid special attention to the criteria by which partial mobilization is carried out. He recalled that citizens who are in the reserve are subject to conscription, and above all those who served in the armed forces, have in-demand military specialties and relevant experiencet.
The head of state demanded that all mistakes made during partial mobilization be eliminated and “each such case be dealt with separately.”
PERMITS FROM MILITARY COMMITTEES TO GO ABROAD ARE NOT NEEDED
The message in the telegram channel of the speaker of the State Duma of Russia Vyacheslav Volodin clarified the position of the Russian Defense Ministry. Permits from military registration and enlistment offices are not required. Since the mobilization is partial, the norm of Article 21 of Law 31-FZ does not apply. In this connection, the movement of citizens registered with the military does not require the permission of the military commissariats.
Thus, the question is officially resolved – is it necessary to go to the military registration and enlistment office before leaving for a tour and take a certificate with permission to leave. The Ministry of Defense, the government portal, and finally, the head of the State Duma confirm: this is not necessary. You can move around the country and travel abroad without the consent of the military registration and enlistment offices and obtaining certificates of permission.
CITIZENS STANDING ON SPECIAL REGISTRATION NEED PERMISSION TO EXIT
But there are exceptions. So, according to TASS, police officers who are on special records cannot leave the Russian Federation without permission during the period of mobilization.
Citizens who are assigned to state authorities are on special military registration. In particular, they include employees of law enforcement agencies, the Ministry of Emergency Situations and the fire service, the Federal Penitentiary Service.
Nevertheless, according to ATOR sources, those employees of the Ministry of Internal Affairs who have purchased air tickets can still go on vacation abroad or tour packages with flights abroad until September 21.

The deferment from conscription for partial mobilization applies to specialists who meet the necessary criteria and were employed after September 21 in an IT company accredited by the Ministry of Digital Development, according to materials published on the Explain.rf portal.
But those liable for military service with a health category “B” are subject to conscription, a delay in the mobilization of such citizens is not provided for by federal law.
MOBILE MILITARY COMMITMENT OFFICES APPEARED ON LAND BORDERS
Mobile military registration and enlistment offices appear on the land borders of Russia. At a minimum, they have earned in four regions of the Russian Federation.
Thus, in North Ossetia, at the Verkhniy Lars checkpoint on the border with Georgia, they promise to hand over subpoenas to all Russians who are subject to conscription as part of partial mobilization. Recall that since September 28, a high alert regime has been introduced in the republic, restricting the entry of cars from other regions.
A mobilization point with the issuance of subpoenas has been deployed on the border with Kazakhstan at the Karauzek checkpoint in the Astrakhan region. They also promise to check the documents of those leaving with the federal register subject to mobilization and hand over subpoenas.
In the Leningrad region, at the Torfyanovka checkpoint on the border with Finland and in the Saratov region, at the Ozinki checkpoint on the border with Kazakhstan, mobile phones were also opened military offices. The principle is the same: those who are subject to mobilization are handed subpoenas.
But you can’t leave the Samara region for Kazakhstan by bus: the bus service from Samara and Tolyatti to Uralsk (Northern Kazakhstan) has been temporarily suspended.
