Going abroad with partial mobilization: results of a survey of  travel agents

The vast majority of organized tourists have calmly left abroad

In the conditions of partial mobilization, tourists and travel agents have many questions about whether there is a ban on crossing the border , whether any responsibility threatens if you leave now, who is released from Russia.

Recall that, according to the official explanations of the Ministry of Defense of the Russian Federation and the government, published on the portal Explains.rf, in the conditions of partial mobilization, there are no restrictions on the movement of citizens of the Russian Federation. The exception is those who have already received a summons or those to whom this summons should be handed, that is, those on the lists for mobilization.

Permits from the military commissariats to leave are not needed, according to the official position of the country's authorities. Since the mobilization is partial, the norm of Article 21 of Law 31-FZ does not apply and the movement of citizens who are registered with the military does not require permission from the military commissariats. You can move around the country and travel abroad without the consent of the military registration and enlistment offices and obtaining certificates of permission.

How the declared measures are implemented in practice, and if there are difficulties with the departure of Russian tourists abroad, said the travel agents who took part in the special online survey on the website of the Association of Tour Operators (ATOR). They answered the question “What happens with the departure of your tourists abroad in conditions of partial mobilization?”.

DUE TO PARTIAL MOBILIZATION, DOZENS OF TOUR OPERATORS' CLIENTS WERE DENIED TO DEPARTURE

64% of travel retailers responded that all or the vast majority of their customers were able to safely travel abroad.

Eight times fewer travel agents (only 6%) reported that their tourists were unable to travel abroad under conditions of partial mobilization. In absolute terms, is this is a total of 22 episodes.

Extrapolating these data to the entire market and knowing the total weekly sales of tours, we can assume that we are talking about several dozen or, at most, about 100-200 already recorded cases among organized tourists. And the vast majority of tour operators' clients (taking into account the number of refusals, then 99%) are fine.

We note that organized tourists have less risks than independent travelers: they have the entire package of documents when leaving for abroad, including return tickets to Russia.

16% OF TRAVEL AGENCIES ARE PANIC AND CANNOT MAKE A DECISION ABOUT PURCHASING A SELECTED TOUR

According to the survey, many tourists are still planning foreign holidays and booking tours.

However, it is clear that that in the face of conflicting statements by individual politicians and departments, it is difficult for some tourists to make a decision about maintaining plans for a trip abroad.

Yes, 5% travel agentsnoted that “many” of their clients have already canceled or rescheduled their tours abroad.

Warning sign: another 16%of travel agents responded that the majority of those who contacted them for tour selection tourists are “panicking” and have not yet made a decision to travel abroad.

ONLY 6% OF THE AGENCIES MOST TOURISTS RE-ORIENTED TO RUSSIA

Some tourists prefer not to take risks and plan only trips to domestic destinations. Thus, 6%travel agents responded that their clients now mainly book tours in Russia against the backdrop of a decrease in sales of the share of foreign tours.

Tem Nevertheless, experts believe that as the situation stabilizes in general, the winter season approaches and new direct flights to warm countries appear, outbound sales will gradually recover to seasonal levels.

Total in the agency survey ATOR was attended by more than 390 travel agents from different regions of the Russian Federation – from Kaliningrad to the Far East.
